The Ministry of the Environment and Protection of Land and Sea forms consultation committee for ELT management
The decree of 7 March 2012 by the Ministry of the Environment and Protection of Land and Sea appointed the members of the Permanent Consultation Committee for the management of end-of-life tyres (www.minambiente.it). The Committee was envisaged by Min. Dec. 82 of 11 April 2011: the regulation for the management of end-of-life tyres in actuation of article 228 of Leg. Dec. 152/2006.
Article 8 of Min. Dec. 82, “The institution of a permanent consultation committee”, states:
1. A permanent consultation committee for the management of ELTs as per article 1 has been established at the relevant authorities.
2. The committee, headed by a representative appointed by the Ministry of the Environment and Protection of Land and Sea, is composed of a total of 7 members of which: three are appointed by the national organizations of the industry (two of whom represent the recovery sector), one is appointed by the associations of tyre manufacturers and importers, one is appointed by the national organizations of commercial categories, and one by the national organizations of artisan categories.
3. The committee has the task of examining the management of ELTs with the aim of increasing the quality and quantity of the stages from the collection to the treatment of ELTs and of improving environmental protection and the application of criteria of efficiency, effectiveness and economy. The committee has the task of promoting the cooperation and coordination of all those involved in the collection and treatment of ELTs.
4. The committee’s management costs will be paid by the manufacturers and importers of tyres.
It is certainly an important step towards greater collaboration among all the operators in the market and will ensure the optimization of end-of-life tyres management and the application of the new law.
Giovanni Corbetta, director of Ecopneus, commented on the measure: “With this additional step the system has been provided with an important tool for continually improving and optimizing the operational details. The presence on the Committee of real experts who have followed the development of the project up to the issue of article 228 and who have demonstrated their support of it on various occasions, will make a considerable and effective improvement to overall management for fully achieving the target expected by the Legislator.”

Dr. Massimo Lepri, appointed by the Ministry of the Environment and Protection of Land and Sea;
Dr. Angelo Bonsignori, representing the national organizations of the industry;
Dr. Corrado Scapino and Dr. Eugenio Feroldi (substituted by Giuseppe Piumatti),representing the national organizations of the industry, recovery sector;
Dr. Renzo Servadei, representing the associations of tyre manufacturers and importers;
Dr. Luigi Bianchi, representing the national organizations of commercial categories;
Dr. Antonio Miele, representing the national organizations of artisan categories.
