2016: THE CHALLENGES
In the Government’s draft plans, the priorities are in the field of safety, infrastructure and efficiency. Concerns and demands of the various associations
A decisive moment. Yes, definitely so, especially for the road transport sector, as “ The official guidelines concerning the identification of policy priorities to be realized in 2016” has recently been published on the website of the Ministry of Infrastructure and Transport. The document identifies the political priorities that should be pursued following Ministerial guidelines relating to all administrative and management activities for 2016 and wants to identify priorities in the field of safety and infrastructure development, to guarantee greater transport efficiency as well as upgrading the structure of the Ministry itself, the third-largest Italian Ministry for political and economic importance.
The decree focuses primarily on road infrastructures and port logistics and on their planning, almost with a “real estate” approach, made up of projects and construction sites, which are certainly important, but, judging by the reactions of much of the road transport sector, will not affect the structure and organization of the road haulage market.
According to some, an approach closely linked to entrepreneurship and economics and less "technical" would have been preferred. Most of the public interventions are focused around redevelopment: namely a governance for the national logistics sector, intermodal freight transport activities, Intelligent transport systems and "last mile" connections. According to transport companies, however, all this without specifying what kind of road transport system is being created, or how transport companies are called upon to operate in the future. For example, as already requested during the last sector crisis in Sicily, the associations seem to agree on the need to reintroduce the Ecobonus, which had previously been blocked by the EU between 2007 and 2010.
In order to regulate road transport and intermodal operations, the document of the Government seems to encourage mergers between cooperatives and consortia, granting government contributions and subsidy only to these forms of associations, which has obviously caused strong reactions among artisan businesses, who feel left out. In other words, the political intention seems to be centered around changing the structural setting of the Italian economy made up of thousands of small productive artisan enterprises, spread throughout the country, which use - almost exclusively – one-vehicle owner drivers, who are also artisans, to move their cargo.
In addition, the Ministry seems determined to implement new procedures for accessing the profession and the market, but many in the transport sector wonder if the real intention is to actually prevent access to the market through "transfer of business" or the "sale of the entire fleet of vehicles". "In doing so, however, the due compensation for the owner driver, who intends to cease doing business and exit the market, will be taken away – explains the President of Confartigianato Trasporti Amedeo Genedani - and we will not accept this approach aimed at depriving a worker of his hard-earned compensation. We could be willing to consider, however, a compensation for arduous work".
The president of Confartigianato Trasporti then explains that "his organization is not interested in political jargon: our members were willing to make sacrifices and accept cuts in recent years given the difficult economic situation that was hitting our country, because they are entrepreneurs with a great sense of responsibility, but they are willing to accept only concrete reforms, certain and fully operative within a short time".
He goes on to explains that, along with other organizations, "we need some fundamental guarantees on a decent income for our entrepreneurs, a basic condition for making investments: sure, timely payment within thirty days from the invoicing date and the contemporary non-deductibility of the same will help, as well as, and this happens in France, the application of reference transport tariffs at a national level". Finally, concludes Genedani, “planning ahead for the future of the sector and not having to deal always with emergencies, is the only way to restore dignity to the companies we represent and implement an integrated and efficient transport system".
A stronger partnership between the Ministry of Infrastructures and the “Guardia di Finanza"
Joint supervisory activities at construction sites, supervision, monitoring, verification, inspection and control. Thus the relationship between the Ministry of Infrastructure and Transport and the Guardia di Finanza, grows from strength to strength.
The Minister for Infrastructure and Transport Graziano Delrio and the General Commander of the Guardia di Finanza, Saverio Capolupo, have in fact signed a memorandum of understanding to start a close cooperation between the upcoming "Technical Mission Structure for strategic direction, infrastructure development and High surveillance " of the MIT, and the Guardia di Finanza, in particular with the Special Anti-Corruption Unit, recently established.
"We are working in full agreement with the National Anti-Corruption Authority and the Guardia di Finanza - says Minister Delrio – and I am proud of this collaboration, which responds to the ambition to help our country regain transparency in infrastructure and public works, repeatedly in the headlines in recent years". Capolupo thanked the Minister "for the opportunity to contribute in guaranteeing legality in our country". "Our work - he continued - is aimed at protecting the economic system".
Several measures are implemented through the protocol, including the Ministerial Decree of June 9, according to which "for monitoring tasks the Technical Mission Structure may conclude specific agreements with the National Anti-Corruption Authority.
For the same tasks or specific monitoring activities, a specific memorandum of understanding with the General Command of the Guardia di Finanza can be drawn up, providing for the assignment of personnel belonging to the Guardia di Finanza itself in a number of positions provided for by the organization’s internal rules".
A university transport course in Macerata.
The University of Macerata has created, in collaboration with the Colacci Foundation and Unasca, a Consultant of Transport university course as part of the Bachelor's degree in Applied Legal Studies, which is based in Jesi. The goal is to create a center of reference for young people wishing to pursue a career in this sector, as well as for those who already work in the sector and desire to specialize and gain qualifications. This strategic course, "meets the needs for targeted training for professional associations in an increasingly complex and fast-changing world," says the Dean Luigi Lacchè.
The new course is based on both legal and economic matters and is supplemented by specific subjects pertaining to the transport sector such as road traffic, road safety, navigation, insurance and customs.
The course can be attended via an electronic platform for e-learning, which allows a student to study from home without compulsory attendance. While Unasca, the driving schools association, offers scholarships and scientific support, conference management and in-depth technical studies.
